This refers to a different concept than the UI Tab-Groups. Rather these TabGroups are internal data structures which we use to describe tabs which may reference each-other through JS (e.g. through window.parent or window.opener).

I'm not sure if we still want to record telemetry information on how big these get, but we definitely still use them in our codebase.
