1305206 - support devtools/client for SeaMonkey

+++ This bug was initially created as a clone of Bug #1301940 +++

For SeaMonkey to be able to include devtools/client strings, we'll need an l10n.ini file there.

I'll patch this up.

[User impact if declined]: broken devtools strings in Thunderbird and Seamonkey
[Risks and why]: low - should not affect Firefox at all (jwalker could confirm this)

I don't see any reason why this should affect Firefox. I see even less reason why this should affect Aurora or Beta but not Nightly.
