We used to check this as part of setting up the ImageBridge device, but it went away as part of removing that device (bug 1289640).

We should check it again before trying to use alpha texture sharing.

had to back this out again from m-c seems this caused together with a what it seems incomplete backout reftest failures like https://treeherder.mozilla.org/logviewer.html#?job_id=5175443&repo=mozilla-central and so got backout from m-c and the integration branches
