Steps to reproduce:

1. open browser window (not full screen)
2. type ALT+SPACEBAR


Actual results:

Nothing happens


Expected results:

Windows control menu should appear, so window can be moved, resized, etc. via keyboard. This functions as expected in the Windows nightly build of Sep 14.

REPRODUCIBLE with unofficial en-US SeaMonkey 2.49a1  (NT 6.1; WOW64; rv:52.0) Gecko/20100101 Firefox/52.0 Build 20160924050758  (Default Classic Theme) on German WIN7 64bit

a) <alt+space> is a common WINDOWS keyboard shortcut for Window-Control-menu 
   which opens when you click the SeaMonkey logo at the top left corner of the 
   SeaMonkey window
b) does not work in Browser, Mail, Addreess-book, Composer, Chatzilla

c) works fine with 52.0a1 (2016-09-19) (32-bit)
d) Related to or DUP of “Bug 1305082 - No system menu for Alt+space shortcut“?
   or
   “Bug 606171 - "ALT", then "SPACE" does not activate primary window control

e) seems to be a 2.49-regression: 
f) still worked fine with
   unofficial en-US SeaMonkey 2.48a1  (NT 6.1; X64; rv:51.0) Gecko/20100101
   Firefox/51.0 Build 20160905222145  (Default Classic Theme) 
   on German WIN7 64bit

g) Probably a DUP of "Bug 1305082 - No system menu for Alt+space shortcut", I
   now see the problem in FF after update to FF 52.0a1 (2016-09-26) (32-bit)
