This rendering glitch occurs randomly when browsing internet pages, but can be more reliably induced via window snapping (i.e. the Snap feature of Windows 10).
Steps to Reproduce:
1) Open Firefox on any page. Typically, the more populated the page (plenty of styles, JavaScript elements, content in general), the more pronounced the visual glitching.
2) Resize the window using Windows Snap. Actions such as maximizing, unmaximizing, snapping to sides, and snapping to corners will typically cause the glitch to appear. It is a bit finicky, so it may take several attempts before anything happens.
Result:
Random parts of the browser window (including non-content sections such as the address bar and toolbar) are covered in blue or black bars. An example of this is attached in glitch.PNG. These bars stay present until the part of the browser they are covering is forced to update for whatever reason. This could include, but is not limited to, mousing over dynamic content that changes on hover, scrolling the affected content off and on the screen, refreshing the page, mousing over clickable items on the toolbar, and resizing the window via snap again.
Running Firefox 49.0.1 (both x86 and x86-64 tested) on Windows 10 Enterprise

Could you type about:support in the location bar and copy the section "graphics", please.
Does it render normally with HWA disabled?

I have attached a screencap of the graphics section in about:support.
As far as I can tell, the rendering error disappears after disabling HW acceleration. No amount of snapping produces bars on the screen.

In case you need the version of the about:support graphics section where HW acceleration is on. I didn't realize that it made a difference until after I posted.
Could you update your HD Graphics 520 driver to the latest version, especially if you are running the Win 10 Anniversary update:

Then reenable HWA in FF.
Aa Win 10 is a relatively fresh OS, it's better to have up-to-date drivers, especially after the update of August.

After installing the latest drivers, there are no longer any rendering issues.
Funnily enough, I was given no indication that the drivers were out of date. Thanks for solving this for me, and I apologize for taking your time.
