1305978 - Remove tier 2 status from remaining lint jobs (f8, W and Wm)

When I originally created the f8 job, I misinterpreted the meaning of tier-2. I thought it meant that the job simply wouldn't get backed out right away, but that the patch author would still be on the hook for fixing it. But apparently it means the job owner is on the hook for fixing it.

So with that in mind, the lint jobs should be moved to tier 1. They've been running stable for many weeks now and have proved valuable on several occasions.

Heh oops, apparently since the taskcluster refactor, tier became a mandatory key:

I'll fix and carry r+ forward as it was mostly for making sure you were ok with W becoming tier 1 anyway.
