Once https://github.com/mozilla/addons-server/pull/3643 is on production (eta Oct 5th) we won't need the preliminary signing server so the server can be decommissioned (and any for stage, dev, etc) The server is currently defined in the PRELIMINARY_SIGNING_SERVER env.

:wezhou can you remove this settings from puppet and hiera-sops. Once that is done I will shutdown the signing service.
