User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:49.0) Gecko/20100101 Firefox/49.0 Build ID: 20160922113459 Steps to reproduce: Hi Firefox maintainers, This behaviour happens on the duolingo.com website which uses a flash plugin to use the system's microphone. Accessing two consecutive questions that ask the user to speak triggers the "Continue Blocking / Allow" buttons for flash a second time. Thanks for looking! Actual results: I've attached a screenshot - the flash object is already active but the user is again asked to allow or block it. Expected results: Either the allow / block flash buttons should not appear or the plugin itself should not be loaded. Presumably the first option makes more sense.

By the way, I'm not sure if it is relevant but I'm running with E10s forced to turn on. about:support says: Multiprocess Windows 2/2 (Enabled by user)

Could you provide more detailed steps to reproduce? If you can provide particular URLs to visit and the buttons you clicked to visit "two consecutive questions" that would be very helpful. Related questions: When you start Firefox is Flash marked click-to-activate? When you first visit the site, do we prompt to activate Flash "correctly"? Which buttons do you use/how exactly do you activate Flash? In the second screen which shows this bug, are you sure that Flash is activated? If you click the plugin icon in the location bar, does it say that Flash is activated or not?
