Steps to reproduce:

0. Gmail Mailbox in TB
1. File->New->Saved search
2. All IMAP folders ticked in "Select the folders to search"
3. Search Online box ticked; "Match all of the following" selected
4. One search criteria only created: "To" vs "To or cc" (first drop down menu) / contains (second drop down menu) / recipient name (text field)


Actual results:

Saved search results are identical whether the first search criteria in the Saved Search properties is set to "To" or "To or cc":

When the search criteria in the Saved Search properties is set to "To or cc", search results are correct.
When the search criteria in the Saved Search properties is set to "To"; search results are wrong and identical to search resutls obtained when the search criteria in the Saved Search properties is set to "To or cc".


Expected results:

When the search criteria in the Saved Search properties is set to "To", the expected search result would be NOT to display emails wherein the recipient name set in the text field search criteria is only a "cc" recipient and not a "To" recipient.

IIRC, Gmail IMAP has still restriction in SEARCH.
What is difference among "To", "Cc", "To or Cc" in "Online search with Gmail IMAP"?
What is difference of search result between "Online Search with Gmail IMAP" and "Local Search"?

Check IMAP log for it, please.

Because IMAP log is huge, get log with minimum configuration, for example, newly created profile with the Gmail IMAP account only defined, with any automatic actions is disabled, with Gloda disabled, with Auto-sync disabled, with only one Search Target folder, and so on.
Because mail data is not needed, imap:4 may be better than imap:5.
