Previously, I had allowed mach to install Mercurial via pip rather than apt in order to have a newer version than Ubuntu had. Now that I re-ran ./mach mercurial-setup, it only told me that I need a newer Mercurial to make use of watch man but didn't offer to install it for me. It didn't even say how I should obtain a newer Mercurial and didn't seem to offer a command for upgrading Mercurial. Once mach has installed Mercurial via pip, I'd expect mach to take over the responsibility of checking for pip-installable Mercurial updates subsequently and offering to install them.
