The pref cleanup should happen in a registerCleanupFunction or prefEnv so that a failure doesn't leave prefs in the wrong state

I'm hoping this will fix the large # of cascading failures if this test fails, as in: https://treeherder.mozilla.org/#/jobs?repo=fx-team&selectedJob=11794001
