Tracking implementation and validation for new responsiveness, page load, animation/scrolling and engagement measures.

:jst, :billm raised the concern about the measurements being available in time given their complexity and need for validation. He mentioned that E10S also dropped measures from release criteria after they haven't found owners in time.

We probably should make sure to have engineers owning those measures so they don't conflict with other priorities. Dominik and I can help the teams with spec work, validation and field trials.
