In general we need to ensure that there is still a default homepanel left after a HomeConfig migration. One edge case is when all homepanels are disabled, there is no default homepanel. This should remain the case after a migration: all panels remain hidden (and there is no default panel). See bug 1306784 for where this was broken. We can probably expand on the tests added in Bug 1306140.
