Khmer keyboard layout has rare mapping. Ctrl + 2 causes inputting "€".

However, perhaps, regression of bug 1300003, current Nightly builds cannot support it.
Bug 1303273 might fix this. Even if it won't, I'll be back after fixing it.

This was fixed by bug 1303273 and the fix includes automated tests for this.
