The ES features documented here (https://github.com/sebmarkbage/ecmascript-rest-spread) have recently been elevated to stage 3 (as seen here https://github.com/tc39/proposals). This means that implementations may arrive shortly, which in turn means that this should get documented.
Implementations are available in at least Babel.
