This pref was introduced in bug 141641 in order to fix web compatibility bugs.
Giving users the ability to disable HTTPS-to-HTTPS referrers without disabling HTTP-to-HTTP or HTTP-to-HTTPS referrers isn't useful and interferes with the adoption of HTTPS.
I think that it's time to retire this pref in favor of more effective prefs like network.http.sendRefererHeader and network.http.referer.trimmingPolicy.
