Details
After talking with a couple of networking peers we decided to implement nsIIncrementalDownload in JavaScript for downloading mar files. This should allow us to tweak it more easily and by using the normal networking interfaces that are used throughout Firefox it will automatically get fixes and improvements whereas nsIIncrementalDownload doesn't get much love.

We've had a couple of releases with the throttle set to 0 without any issues. With this in mind instead of implementing nsIIncrementalDownload in javascript we'll just use the standard networking code for the download and not support throttling.
