userdata overwrites mercurial config on spot instances. this used to be necessary when regional settings were needed for clonebundle/bundleclone but now that this is no longer needed it results in confusion over the source of truth for mercurial config which should be handled by puppet.

currently userdata is still writing mercurial.ini for bb win builders. moving to puppet would be the correct approach but it isn't currently broken and the last time we tried to move it to puppet, we did break it. in light of the imminent tc migration for win builds, i think it's not worth investing more time here.
