using 3/14 trunk build on windows 1) launch netscape 2) launch composer 3) insert text 4) click on SHow all tags 5) click on Normal tab look at the yellow partial BODY tag that appears now.

We had bugs on this before, but don't find any open bugs on exactly this issue. We are unloading one override style sheet (which has the yellow "body" icon as the background image on <body> tag), then loading the "normal mode" override style sheet. The background color isn't repainted with the margin around the page content, leaving the partial image from Show All Tags mode's style sheet. It seems very close to bug 63863, which is about body color change not filling the entire screen. This and related background image-related bugs were a frequent occurrence during 6.2 development, but 6.21 doesn't show this problem, so marking this a regression.

I think it is a dup of 99649, which is assigned to me but should be reassigned to David Baron or David Hyatt since it is related to BodyFixupRule.
