We've implemented a new, dedicated endpoint for reporting new issues. This issue tracks the change to that endpoint in WebCompatReporter.js

It should load faster for our users as well, because it doesn't load the rest of the stuff on the homepage.
https://github.com/webcompat/webcompat.com/issues/1193 is the issue where the work happened, and the new endoint is https://webcompat.com/issues/new rather than https://webcompat.com/?open=1
Just built and verified it does what I would expect.
