1311036 - please deploy balrog 2.10.2 to stage/prod

Balrog version 2.10.2 is ready to be pushed to stage. Please deploy the new Docker image (master-2016-10-18-13-44) the admin and public webapps, and the new Docker image for the Agent (master-2016-10-18-13-44).

This push includes fixes for the Change Notifier issues we hit last time, as well as support for sending tracebacks to Sentry. For the former, we should try setting NOTIFY_TO_ADDR and the other mail notifier environment variables again. For the latter, SENTRY_DSN will need to be set different for the admin and public apps - there are projects set-up on https://sentry.prod.mozaws.net/operations/ for these already.

I'm hoping to do this push in the pacific morning tomorrow, but there's a chance of a chemspill release happening - so please check with me before doing a prod deployment.

Deploys failed for stage. Within the container there doesn't seem to be a scripts/run.sh anymore.

bhearsum fixed up the bug we found yesterday. 
Also my PR [1] to reduce the docker image size was merged this morning. We'll now be rolling out:
