pref-off

We have some issues raised by QA with full-duplex on windows with device switching, which can lead to failures to shut down, and failed calls until the browser is restarted. The fixes for these are too late for beta at this point, so we're going to pref off full-duplex in beta (only).

[Tracking Requested - why for this release]:
Needs to be fixed or disabled for beta; too late in beta to fix.
