This is an accessibility issue. If Mozilla is the only running application it
keeps annoyingly popping up when minimised. It is quite difficult to get a bare
desktop this way.

Reproducible: Sometimes
Steps to Reproduce:
1.the only remaining window is Mozilla (no other apps to switch between)
2.minimising by use of minimising button it keeps popping up
3.

Expected Results:  It should keep down untill revoked
