I doubt that this was ever displayed differently. > at the beginning gets displayed as quote bar.

Maybe you had changed mail.quoted_graphical in Options > Advanced > Config Editor...
With this pref you can change the quote bar to the arrow.

I think we're done here. Works as designed.

For sure this email was displayed with '>' - certainly at the time the email producing script was written and tested (possibly Outlook Express).

I'm using "Current' (45.4.0) and find no option to [de]activate vBar / '>'

Do you have a German TB? Then it's Extras > Einstellungen > Erweitert > Einstellungen bearbeiten... In the opening window enter
"mail.quoted_graphical" without quotes. Now double click the entry in the tree and it will be bold. It doesn't deactivates quoting but shows now > instead the line.

Nein, die englische! OK, I found it but I had to promise that I'd know what I'm doing! I prefer 'quoted-graphical' and changed the email. To set 'mail.quoted_graphical' to true/false there should be tick-box in the "Options -> Display; Plain Text Messages" section.

We can't expose hundreds of options under the cover in the user interface.
You filed this bug with summary
Incorrect display of "Content-Type: text/plain" email.
Since the display is correct and you can in fact even customise it, this bug is invalid.
It would be WONTFIX if you had asked to expose this option in the UI and we had decided not to do that.
Resolution: WONTFIX → INVALID
