Simple duplicate filter for bug submission

We currently get some very frequent duplicate bugs which seem to be really easy to search for and find, but new and one-time bug reporters often don't want to or know how. Bug 101723 (67 times!) and bug 130079 (it's in the release notes for goodness' sake) are good examples. As Mozilla pushes towards wider public release with 1.0, we're going to want more active dupe-fighting mechanisms to keep the noise down. Before each new bug is submitted, let's run it through a simple filter. To make things as easy as possible, we could just search the summary/desc for groups of keywords supplied by Bugzilla users. If there were hits, the submitter would be presented with a screen asking, "Are you sure your bug isn't one of the following?" and listing the hit bugs (with summary + beginning of desc, probably). The submitter would then have the option to go ahead and submit, or cancel. For example, let's suppose we wanted to filter for the two bugs above. A Bugzilla user (with the appropriate permissions) would enter in a list somewhere, lock, icon, tab -> 101723 IE, favorite, import, %20 -> 130079 Then when I come along and enter a bug, "Importing IE favorites turns spaces into %20! Fix me!!!", before Bugzilla lets me submit it asks me if I'm not just duplicating bug 130079, since my summary contains "IE", "favorite", "import", and "%20"; and hopefully I cancel instead of contributing Yet Another Obvious Duplicate and sucking up our time and Bugzilla's space. Maybe to avoid annoying frequent users we could have a pref or permission bit, "Avoid Dupe Checker". Certainly one could have a much more sophisticated dupe filter system which would scan the database or whatnot; but I think even this will save us some headaches when 1.0 comes out, makes a huge splash (cross your fingers!), and all the people who install it start duping bugs 10x a day. (I really hope this isn't a dupe... how embarrassing would that be ;-) )

I think gerv has one of these bugs, for bz helper. The problem is that unless you build in natural language processing, its really hard. See http://bugzilla.mozilla.org/duplicates.cgi though.
While this has some new ideas, it should probably be discussed in bug 22353. You should only be embarrassed if you didn't search for it... ;) *** This bug has been marked as a duplicate of 22353 ***
