We should maybe have a config app like django-constance for this (https://django-constance.readthedocs.io/en/latest/) or a feature flipper like django-waffle (https://github.com/jsocol/django-waffle). The first would allow to have non-binary settings, the latter would allow to conditionally turn features on/off and even roll out features to user groups etc.
