Steps to reproduce:

visit google
open new tab and type goo%67


Actual results:

address bar is auto populated with goo%67 >> gogoogle.com/


Expected results:

issue first documented https://hexatomium.github.io/2016/04/26/gogoogle/ half a year ago
I can't repoduce it with FF49 on Win 7.

Try to open google.com before doing the test

Able to repro with Firefox 49 on Ubuntu 16.04 and Windows 10
STR:
1) Open tab and enter google.com
2) Type goo%67

ah, this is quite unexpected, I thought we had removed all the "complete in the middle" cases.
