[Steps to reproduce]:

 1. Launch Firefox.
 2. Go to " https://www.ubuntu.com/download/desktop/thank-you?country=RO&version=16.04.1&architecture=amd64 ".
 3. Download Ubuntu.
 4. Open the Download Panel.
 5. Pause the download.
 6. Resume the download.
 7. Pause again the download.

[Expected result]:

 The download is paused without any issue.

[Actual result]:

 The pause button becomes grayed out.

[Regression Range]:

 This issue is not a regression, as it's reproducible all the way back to Fx 27.0a1.

[Additional notes]:

 a. This issue is reproducible 100%.
 b. In the attachment there is a gif with this issue.
 c. On Friday 10.25.2016 this issue was only 20% reproducible, it may be site related.
