Steps to reproduce:
Create a valid self-signed openssl root certificate. The certificate file cannot be read (in my case, it accidentally lacked o+r unix permissions). Preferences > Advanced > Certificates > Import this root cert.
Actual results:
Fails with no feedback.
Expected results:
UI should report that the file cannot be read.
