1313032 - Add highlighting for :target to forums page

After 20 minutes, http://bedrock.readthedocs.io/en/latest/install.html#make-it-run has defeated me, so instead of providing a pull request, I'm filing a bug.

Please can we have the following CSS rule on http://www.mozilla.org/about/forums ?

:target {
  background-color: yellow;
}

It's very common to refer people to this page like this:

http://www.mozilla.org/about/forums/#moss

And it would be nice if it were more clear which entry was being referred to.

I'd recommend something less garish than pure yellow; white would probably work well.
