Virtual scrolling of a touchpad does not work. It partly works in Netscape 6.2.1
(works well in browser and Mail client, but does not work in composer and some
other places).

Reproducible: Always
Steps to Reproduce:
1. Start Mozilla using a laptop with touchpad. 
I am using Dell c600, touchpad driver Synaptics Touchpad V 5.5

WORKSFORME on an HP Pavilion laptop, in both browser and composer.  Build
2002031103, Win98.
Well..., suddenly I found that virtual scrolling works on the page

and does not on others.
