FYI, this is basically permafailing on Win8 e10s (which only runs on Try and the Ash repo since we don't have the capacity to do so for mozilla-central & integration repos).
this is now our #4 intermittent.  I saw recent activity on this test via bug 1313862, it would be nice to communicate in this bug to indicate priority and expected fix times.
I propose we disable this test on Windows for the moment, until more prioritized captive portal work has landed. (see https://public.etherpad-mozilla.org/p/captive-portal-roadmap)

Cool, I intended to leave this open for the eventual fix. Added the flag.

The test is still disabled on Windows, I think that keeps it open doesn't it?
