On 64-bit Windows 10 in emunittest suite, 32-bit Firefox is able to run through the suite now, while reliably allocating 2032MB for each test. (a 32-on-64 scenario)
I think it would be good to also test a real 32-bit OS case, checking if I can set up a VMWare virtual system for this.

Closing as wontfix for now as it seems like our current success rates with the Large Allocation header are Good Enough (tm).
