Steps to reproduce:

When using the scroll wheel on my mouse to scroll through my bookmarks menu and the scroll wheel is stopped with the mouse pointer over menu folder momentarily to reposition the finger for subsequent scrolls for example.


Actual results:

If the mouse pointer is paused over a menu folder for more than a split second the sub menu for that folder opens whether needed or not and scrolling on the main list halts and is switched to the sub menu.
The mouse pointer has to be moved away from that main folder and the wheel operated at the same time to continue with the main menu scroll, or the scroll wheel has to be operated very, very quickly before a sub folder has chance to open.


Expected results:

Either (1)  Switching of the scrolling operation from the main menu folders to sub folders should only occur when the mouse pointer is moved over to the sub menu required or (2) As using a scroll wheel on a mouse isn't a continuous operation, the finger has to be repositioned for subsequent scrolls, a longer delay is required on the sub folder opening when hovering over the main folder to allow the wheel to continue to scroll the main menu after a slight pause when repositioning the finger.

This issue still exists to this day in Firefox 94.

It's especially annoying when I'm scrolling on a laptop with a small screen and a touchpad. I have a lot of folders in the Bookmarks Menu, because of that sometimes I just get stuck in it if there is no non-folder bookmark in the viewport.
