I have found a window ordering problem. It's cosmetic, yet slightly annoying.
One must have other applications on their desktop to experience this. It's
reproducible, and easy.
If one clikcs the 'Find More Tabs' button on the Sidebar configuration dialog,
closing the new browser instance launched, then cancel on the dialog, can bring
another application to the front.
Possibly related to 122765, but this is a more specific case.
Reproducible: Always
Steps to Reproduce:
1. Bring other application to the front
2. Now bring a mozilla instance to the front
3. In the Sidebar, click Tabs, then Customize Sidebar
4. Click the Find More Tabs button (new browser instance appears)
5. Close this new browser instance
Actual Results: The application brought to the front in step 1 was now in front
Expected Results: I expected the last mozilla instance to be in front, the
instance from step 2

I can reproduce this with 2002092408 on Win2k.
With one minor difference: after
5. Close this new browser instance
you have to
6. Close the "Customize Sidebar" window (e.g. by pressing OK or Cancel)
Now the mozilla window slips behind the other application's window.
I propose changing severity to minor or trivial and turning this bug to a NEW one...
