hazard builds are still using tc-vcs. Let's switch them to run-task.

As part of this, we eliminate tc-vcs since it is redundant with run-task.

Do not speak to github.com as part of CI. Do not open ourselves to a
MitM attack. Be more deterministic.

The --url could be omitted from the tooltool invocation (it's the default) but it doesn't hurt.
