KPI/Metrics (from the trello card):
- Metrics about how many non-synced vs. synced items were clicked
- Metrics to see how many AS users currently are synced with other devices

Currently, all content for highlights is either regular history (or bookmarks?). In either case, if:
- user is has sync enabled
- they are syncing history/bookmarks
- highlights algorithms are the same across platforms
... then displayed highlights should be the same on all synced devices.

For the core functionality, the only additional piece of work that I can see here is ensuring that highlights algorithms are consistent across platforms. If there are inconsistencies, as user switches from device to device they will see varying highlights.

However, this requires some further thought. It's possible that our highlights should in fact vary based on the platform (as browsing habits might differ if user is on mobile vs. desktop). That discussion should happen in the work bug itself. Filed Bug 1318549.

For metrics, two bugs could be filed:
- tracking whether or not a clicked highlights item was already synced up or not (if sync is enabled). Filed Bug 1318550.
- tracking whether AS user has sync enabled or not. Filed Bug 1318551
