However the MDN documentation states that only Phrasing content is permitted. Even the HTML 4.01 specification (https://www.w3.org/TR/REC-html40/struct/tables.html#h-11.2.6) seems to indicate that both block and inline elements (flow elements) are permitted. If there is a reason for the discrepancy, then it might be worthwhile to note the difference between what MDN has documented and what the specifications state.
