in versions until 098 in "View/pPreferences/Appearance" there was a button for a
menue to select the preferred language from the language-packages on the PC.

This menue is missing in 0.9.9, so that i cannot find a posiibility to seslect
the wanted language.

That is correct.  There is now an entire preference pane for this.

Choose Edit/Preferences/Appearance/Languages and Content
You'll see a big list box where you can select any of the installed language packs.

This is as designed.  Marking invalid.
