This menue is missing in 0.9.9, so that i cannot find a posiibility to seslect the wanted language.
That is correct. There is now an entire preference pane for this. Choose Edit/Preferences/Appearance/Languages and Content You'll see a big list box where you can select any of the installed language packs. This is as designed. Marking invalid.
