If you try to show a newsgroup message that doesn't have a To field in the
message, we get an empty box in the message pane where the to field should go.

i.e. if I post a newsgroup message and also send the message to
mscott@netscape.com, display of the news article looks normal because there is a
To: Field. i.e. the second "box" in the message display field says:
To: mscott@netscape.com.

If I post a news message and don't cc or send it to anyone, this second box
looks blank.

We shouldn't insert the second box if it is going to look blank.

Adding esther to the cc field since Lisa is out of town.

Assigning this to m11. I know how to fix this. I need to modify
nsMimeXULEmitter::DumpToCC

to not dump anything if the To/cc line is empty.

changing qa to esther and cc to lchiang.  I have seen this so I will know when
it's fixed.

To test, view a message which has a To or cc field. Verify that a "box" is
created which contains the to and cc info. Then display a news group message
which is addressed *only* to the newsgroup so the to/cc fields are empty. Before
this fix, you would have seen an empty box. Now you get no box.
Status: RESOLVED → VERIFIED
Using builds 19990908 on win98, linux and mac this is fixed as stated.  We don't
get a blank box anymore.  Verified.
