Details

While it's true that AWS CLI does not show *any* clusters, it might be possible to at least have ATMO clusters available. This can be tested by running:

>> aws emr list-clusters

which currently returns nothing.
We discovered that we had the incorrect region. Changed to us-west-2 and clusters are all available in the AWS CLI. Huzzah!
