Currently the only place you can keep a UI constantly in front of a user is with a browser or page action. This is a tracking bug to implement one or more methods to do this, as a sidebar or a toolbar.

At the moment this is a pretty open ended bug, so we'll have to find a point where we've done enough to enable this.
