Following someone else confirming that he had seen a bug I had reported (bug
124175), but not changing the status, I attempted to change the status to 'New'
myself (I also added a comment). I was not logged in at the time. When I
submitted the change, I was prompted to log in, and Bugzilla told me the changes
had been submitted. My comment was added, but the status was not changed - it
remained 'Unconfirmed'.

Steps to reproduce:
1. File a bug
2. Log out of Bugzilla
3. Go to bug, change status to 'New', and click Commit
4. Log back in when required

Actual results: Bugzilla claims to have made the change, but status remains the same

Expected results: I understand why I couldn't confirm my own bug, but a suitable
error message should be generated, rather than silently ignoring the change
WFM on cvs bugzilla.

I created a bug as an user without canconfirm, logged out, then tried to confirm
the bug, again as the same user. I got an error message.
