1316254 - Video control should make adjustment to controls' appearance in different video sizes

Right now video control on Fennec could not adjust controls according to different video sizes. 

STR: 
1. open any page with video element.
2. set a short width to video (e.g. 100px)

Expected:
control bar adjusts control bar appearance to fit in video region.

Actual:
As shown in attachment, control bar exceed video container.
