Details
bug 1312562 has some background on this, but basically: we sometimes get users on versions we don't expect (like people being on 47.0.1, but on the beta channel), and it's good to serve them partials if they are available. Prior to bug 1170919 we fell back to the "*" section of a release blob, but that was deemed to be confusing. We should submit all partials to all defined fileUrls sections to regain this behaviour.
