We have lots of metrics like
tc-stats-collector.tasks.RkX-W8CQSIywyF_fWnPC0g.running.5m.p95
that's a dummy workerType for diagnostics, and is new every time.
We should
(a) record the provisionerId and
(b) skip this provisionerId.
