hi
the refresh on my site doesn't work right with modzilla. he always refreshes the
same site.
Try putting a ";" after the timout: 
content="0; URL=http://www.raphis.de/willkommen/index.html">

I can't find the spec for this at the moment but I'm quite sure that this is the
problem.
