[Steps to reproduce]:
1. Launch Firefox with a clean profile
2. Click the Menu and select the Customize button
3. Click anywhere on the zoom controls and drag them to the Toolbar
4. Exit Customize mode
5. Select the zoom buttons to increase/decrease/reset to default the zoom level

[Expected result]:
- Clicking on Zoom buttons has no effect on other toolbar elements

[Actual result]:
- Toolbar buttons are shifted to right/left depending on the zoom indicator position.
- There is no outline on the percent button at hover

Based on the fact that this is a regression since 43, I think we have to live another release with it. This is a wontfix for 50. I hope it gets fixed in 51+
