Bugs like bug 1317296 show that histogram snapshots for expired histograms can have seemingly random data in them.
(This is probably because of how we treat them internally, making all expired histogram ids share one storage histogram).

We should fix that and e.g. return an all-0 histogram (or just null etc.).
