Build: 03-14 trunk build on WinXP-SimpChinese

Steps:
1. Create a new profile and launch browser.
2. Go to Bookmarks | Imported IE Favorites.

Result:
Some chinese folder names are not displayed properly, they are in NCR, as well
as space. - see the followed screen shot.

N6.2.2 doesn't has the same problem with new profile.

Still see this problem on both 04-12 trunk and branch win32 build, while fix for
bug 130079 already has been checked. (space seems display fine now).

Re-open. And nominate as nsbeta1 cause user can not tell the bookmark name also
it's a regression.

the behavior maybe different from 127476, but the same data are garbage in the
same place . dup as 127476
